Regulation of the electricity market started in a light-handed fashion but there has been an increasing trend towards more heavy-handed regulation. On 2 July 2003 a draft set of Electricity Governance Regulations and Rules was issued on behalf of the Minister of Energy by the Electricity Commission Establishment Unit (ECEU).
