Berlin:capital city of Germany

Berlin is the capital city of Germany and is one of the 16 states of Germany. With a population of 3.45 million people, Berlin is Germany's largest city. It is the second most populous city proper and the seventh most populous urban area in the European Union.HP 586006-321 Battery

Located in northeastern Germany, it is the center of the Berlin/Brandenburg Metropolitan Region, which has 4.4 million residents from over 190 nations. Located in the European Plains, Berlin is influenced by a temperate seasonal climate. Around one third of the city's area is composed of forests, parks, gardens, rivers and lakes.HP 586006-361 Battery

First documented in the 13th century, Berlin was the capital of the Kingdom of Prussia (1701–1918), the German Empire (1871–1918), the Weimar Republic (1919–1933) and the Third Reich (1933–1945). Berlin in the 1920s was the third largest municipality in the world.HP 586028-341 Battery

After World War II, the city became divided into East Berlin—the capital of East Germany—and West Berlin, a West German exclave surrounded by the Berlin Wall (1961–1989). Following German reunification in 1990, the city regained its status as the capital of Germany, hosting 147 foreign embassies.HP h588178-141 Battery

History

The origin of the name Berlin is unknown, but it may have its roots in the language of West Slavic inhabitants of the area of today's Berlin, and be related to the Old Polabian stem berl-/birl- "swamp".

The earliest evidence of settlements in the area of today's Berlin is a wooden beam dated from approximately 1192.HP HSTNN-CB0X Battery

The first written records of towns in the area of present-day Berlin date from the late 12th century. Spandau is first mentioned in 1197 and Köpenick in 1209, although these areas did not join Berlin until 1920. The central part of Berlin can be traced back to two towns.HP HSTNN-I79C Battery

Cölln on the Fischerinsel is first mentioned in a 1237 document, and Berlin, across the Spree in what is now called the Nikolaiviertel, is referenced in a document from 1244. The former is considered to be the founding date of the city. The two towns over time formed close economic and social ties and eventually merged in 1307 and came to be known as Berlin.HP HSTNN-I81C Battery

In 1435, Frederick I became the elector of the Margraviate of Brandenburg, which he ruled until 1440. His successor, Frederick II Irontooth, established Berlin as capital of the margraviate, and subsequent members of the Hohenzollern family ruled until 1918 in Berlin, first as electors of Brandenburg, then as kings of Prussia, and eventually as German emperors. HP HSTNN-IB0N Battery

In 1448, citizens rebelled in the "Berlin Indignation" against the construction of a new royal palace by Frederick II Irontooth. This protest was not successful, however, and the citizenry lost many of its political and economic privileges. In 1451 Berlin became the royal residence of the Brandenburg electors, HP HSTNN-IB0X Battery

and Berlin had to give up its status as a free Hanseatic city. In 1539, the electors and the city officially became Lutheran.

17th to 19th centuries

The Thirty Years' War between 1618 and 1648 devastated Berlin. One third of its houses was damaged or destroyed, and the city lost half of its population.HP HSTNN-LB0W Battery

Frederick William, known as the "Great Elector", who had succeeded his father George William as ruler in 1640, initiated a policy of promoting immigration and religious tolerance. With the Edict of Potsdam in 1685, Frederick William offered asylum to the French Huguenots. HP HSTNN-OB0X Battery

More than 15,000 Huguenots went to Brandenburg, of whom 6,000 settled in Berlin. By 1700, approximately 20 percent of Berlin's residents were French, and their cultural influence on the city was immense. Many other immigrants came from Bohemia, Poland, and Salzburg.HP HSTNN-OB0Y Battery

With the coronation of Frederick I in 1701 as king (in Königsberg), Berlin became the new capital of the Kingdom of Prussia (instead of Königsberg); this was a successful attempt to centralize the capital in the very outspread Prussian Kingdom, and it was the first time the city began to grow.HP HSTNN-Q61C Battery

In 1740, Frederick II, known as Frederick the Great (1740–1786), came to power. Under the rule of Frederick II Berlin became a center of the Enlightenment. FollowingFrance's victory in the War of the Fourth Coalition, Napoleon Bonaparte marched into Berlin in 1806, but granted self-government to the city. HP HSTNN-Q62C Battery

In 1815 the city became part of the new Province of Brandenburg.

The Industrial Revolution transformed Berlin during the 19th century; the city's economy and population expanded dramatically, and it became the main rail hub and economic center of Germany. HP HSTNN-YB0X Battery

Additional suburbs soon developed and increased the area and population of Berlin. In 1861, outlying suburbs including Wedding, Moabit, and several others were incorporated into Berlin. In 1871, Berlin became capital of the newly founded German Empire. On 1 April 1881 it became a city district separate from Brandenburg.HP NBP6A174B1 Battery

20th century

At the end of World War I in 1918, a republic was proclaimed in Berlin. In 1920, the Greater Berlin Act incorporated dozens of suburban cities, villages, and estates around Berlin into an expanded city. This new area encompassed Spandau and Charlottenburg in the west, as well as several other areas that are now major municipalities. HP HSTNN-YB0X Battery

After this expansion, Berlin had a population of around four million. During the Weimar era, Berlin became internationally renowned as a center of cultural transformation, at the heart of the Roaring Twenties.

On 30 January 1933, Adolf Hitler and the Nazi Party came to power through the Machtergreifung. HP NBP6A174 Battery

Nazi rule destroyed Berlin's Jewish community, which had numbered 170,000 before 1933. After the Kristallnacht pogrom in 1938, thousands of the city's German Jews were imprisoned in the nearbySachsenhausen concentration camp or, in early 1943, were shipped to death camps, such as Auschwitz. HP NBP6A174B1 Battery

During World War II, large parts of Berlin were destroyed in the 1943–45 air raids and during the Battle of Berlin. Among the hundreds of thousands who died during the Battle for Berlin, an estimated 125,000 were civilians. After the end of the war in Europe in 1945, Berlin received large numbers of refugees from the Eastern provinces.HP NBP6A175 Battery

The victorious powers divided the city into four sectors, analogous to the occupation zones into which Germany was divided. The sectors of the Western Allies (the United States, the United Kingdom and France) formed West Berlin, while the Soviet sector formed East Berlin.HP NBP6A175B1 Battery

All four allies shared administrative responsibilities for Berlin. However, in 1948, when the Western allies extended the currency reform in the Western zones of Germany to the three western sectors of Berlin, the Soviet Union imposed a blockade on the access routes to and from West Berlin, which lay entirely inside Soviet-controlled territory. HP WD548AA Battery

The Berlin airlift, conducted by the three western allies, overcame this blockade by supplying food and other supplies to the city from 24 June 1948 to 11 May 1949.In 1949, the Federal Republic of Germany was founded in West Germanyand eventually included all of the American, British, and French zones, excluding those three countries' zones in Berlin,HP WD549AA Battery

while the Marxist-Leninist German Democratic Republic was proclaimed in East Germany. West Berlin officially remained an occupied city, but politically it was very closely aligned with Federal Republic of Germany despite Berlin's geographic location within East Germany. HP Envy 17 Notebook PC Battery

West Berlin issued its own postage stamps, which were often the same as West German postage stamps but with the additional word 'Berlin' added. Airline service to West Berlin was granted only to American, British, and French airlines.

The founding of the two German states increased Cold War tensions. HP Envy 17T Battery

West Berlin was surrounded by East German territory and East Germany proclaimed East Berlin (described as "Berlin") as its capital, a move that was not recognized by the western powers. Although only half the size and population of West Berlin, East Berlin included most of the historic center of the city. HP HSTNN-Q61C Battery

The West German government, meanwhile, established itself provisionally inBonn.

As a result of the political and economical tensions brought on by the Cold War, on August 13, 1961, East Germany began building of the Berlin Wallbetween East and West Berlin and similar barriers around West Berlin, HP GSTNN-Q62C Battery

and events escalated to a tank standoff at Checkpoint Charlie on 27 October 1961. West Berlin was now de facto a part of West Germany with a unique legal status, while East Berlin was de facto a part of East Germany.

Berlin was completely divided. HP HSTNN-IB1E Battery

Although it was possible for Westerners to pass from one to the other only through strictly controlled checkpoints, for most Easterners, travel to West Berlin or West Germany was no longer possible. In 1971, a Four-Power agreement guaranteed access to and from West Berlin by car or train through East Germany and ended the potential for harassment or closure of the routes.HP HSTNN-IB0X Battery

In 1989, with the end of the Cold War and pressure from the East German population the Berlin Wall fell on November 9, 1989, and was subsequently mostly demolished, with little of its physical structure remaining today; the East Side Gallery in Friedrichshain near theOberbaumbrücke over the Spree preserves a portion of the Wall.HP HSTNN-OB0X Battery

On October 3, 1990, the two parts of Germany were reunified as the Federal Republic of Germany, and Berlin again became the official German capital. In June 1991, the German Parliament, the Bundestag, voted to move the seat of the (West) German capital back from Bonn to Berlin, which as completed in 1999.HP HSTNN-YB0X Battery

Geography

Berlin is located in eastern Germany, about 70 kilometers (43 mi) west of the border with Poland in an area with marshy terrain, and is surrounded by thefederal state of Brandenburg. The Berlin–Warsaw Urstromtal (ice age melt water flow), between the low Barnim plateau to the north and the Teltow plateau to the south, HP 586006-361 Battery

was formed by water flowing from melting ice sheets at the end of the last ice age. The Spree follows this valley now. In Spandau, Berlin's westernmost borough, the Spree meets the river Havel, which flows from north to south through western Berlin. The course of the Havel is more like a chain of lakes, the largest being the Tegeler See and Großer Wannsee.HP NBP6A174 Battery

A series of lakes also feeds into the upper Spree, which flows through the Großer Müggelseein eastern Berlin.

Substantial parts of present-day Berlin extend onto the low plateaus on both sides of the Spree Valley. Large parts of the boroughs Reinickendorf and Pankow lie on the Barnim plateau, while most of the boroughs Charlottenburg-Wilmersdorf, Steglitz-Zehlendorf, Tempelhof-Schöneberg, and Neukölln lie on the Teltow plateau.HP NBP6A174B1 Battery

The borough of Spandau lies partly within the Berlin Urstromtal and partly on the Nauen Plain, which stretches to the west of Berlin. The highest elevations in Berlin are the Teufelsberg and the Müggelberge. Both hills have an elevation of about 115 metres (377 ft). The Teufelsberg is in fact an artificial pile of rubble from the ruins of World War II.HP 588178-141 Battery

Climate

Berlin has a humid continental climate according to the Köppen climate classification system. The city features a temperate climate.

Summers are warm with average high temperatures of 22–25 °C (72–77 °F) and lows of 12–14 °C (54–57 °F). Winters are cold with average high temperatures of 4 °C (39 °F) and lows of -2 to 0 °C (28 to 32 °F).HP Pavilion dv5 Adapter

Spring and autumn are generally chilly to mild. Berlin's built-up area creates a microclimate, with heat stored by the city's buildings. Temperatures can be 4 °C (7 °F) higher in the city than in the surrounding areas.

Annual precipitation is 570 millimeters (22 in) with moderate rainfall throughout the year. Sony NP-F330 Battery

Light snowfall mainly occurs from December through March, but snow cover does not usually remain for long. The recent winter of 2009/2010 was an exception as there was a permanent snow cover from late December till early March.

Cityscape

Berlin's history has left the city with a highly eclectic array of architecture and buildings. Asus Eee PC 904HA Adapter

The city's appearance today is predominantly shaped by the key role it played in Germany's history in the 20th century. Each of the national governments based in Berlin?—?the 1871 German Empire, the Weimar Republic, Nazi Germany, East Germany, and now the reunified Germany?—?initiated ambitious (re-)construction programs,Nikon D80 Battery

with each adding its own distinctive style to the city's architecture. Berlin was devastated by bombing raids during World War II, and many of the buildings that had remained after the war were demolished in the 1950s and 1960s in both West and East Berlin. Sony PCGA-AC19V9 Adapter

Much of this demolition was initiated by municipal architecture programs to build new residential or business quarters and main roads.

Boroughs

Berlin is subdivided into twelve boroughs (Bezirke), down from 23 boroughs before Berlin's 2001 administrative reform. Each borough contains a number of localities (Ortsteile), which often have historic roots in older municipalities that predate the formation of Greater Berlin on 1 October 1920 and becameurbanized and incorporated into the city.Canon Digital IXUS 90 IS Battery

Many residents strongly identify with their localities or boroughs. At present Berlin consists of 95 localities, which are commonly made up of several city neighborhoods—called Kiez in the Berlin dialect—representing small residential areas.HP 2133 Mini-Note PC Adapter

Each borough is governed by a borough council (Bezirksamt) consisting of five councilors (Bezirksstadträte) and a borough mayor (Bezirksbürgermeister). The borough council is elected by the borough assembly (Bezirksverordnetenversammlung). The boroughs of Berlin are not independent municipalities, however.Toshiba PA3536U-1BRS Battery

The power of borough governments is limited and subordinate to the Senate of Berlin. The borough mayors form the council of mayors (Rat der Bürgermeister), led by the city's governing mayor, which advises the senate.

Middle Ages

Medieval Germany, lying on the open Northern European Plain, Compaq Presario CQ35-100 Battery

was divided into hundreds of contending kingdoms, principalities, dukedoms, bishoprics, and free cities. Economic survival in that environment, like political or even physical survival, did not mean expanding across unlimited terrain, as in the United States. HP Compaq HSTNN-LB51 Battery

It meant a constant struggle that required collaboration with some, competition with others, and an intimate understanding among government, commerce, and production. A desire to save was also born in the German experience of political, military, and economic uncertainty.HP Pavilion ZE4500 Battery

Towns and cities

The German lands had a population of about 5 or 6 million. The great majority were farmers, typically in a state ofserfdom under the control of nobles and monasteries. A few towns were starting to emerge. From 1100, new towns were founded around imperial strongholds, castles, bishops' palaces and monasteries. HP G62-100EB Battery

The towns began to establish municipal rights and liberties (see German town law). Several cities such as Cologne became Imperial Free Cities, which did not depend on princes or bishops, but were immediately subject to the Emperor. The towns were ruled by patricians (merchants carrying on long-distance trade). HP Pavilion DV6-1211AX Battery

The craftsmen formed guilds, governed by strict rules, which sought to obtain control of the towns; a few were open to women. Society was divided into sharply demarcated classes: the clergy, physicians, merchants, various guilds of artisans; full citizenship was not available to paupers. HP Pavilion DV6-1220SO Battery

Political tensions arose from issues of taxation, public spending, regulation of business, and market supervision, as well as the limits of corporate autonomy. Cologne's central location on the Rhine river placed it at the intersection of the major trade routes between east and west and was the basis of Cologne's growth.HP EliteBook 6930P Battery

The economic structures of medieval and early modern Cologne were characterized by the city's status as a major harbor and transport hub upon the Rhine. It was governed by its burghers.

Hanseatic League

Long-distance trade in the Baltic intensified, as the major trading towns came together in the Hanseatic League, under the leadership of Lübeck.HP Pavilion DV6-1210SA Battery

It was a business alliance of trading cities and their guilds that dominated trade along the coast of Northern Europe and flourished from the 1200 to 1500, and continued with lesser importance after that. The chief cities were Cologne on the Rhine River, Hamburg and Bremen on the North Sea, and Lübeck on the Baltic. Compaq Presario CQ71 Battery

The Hanseatic cities each had its own legal system and a degree of political autonomy.

Guilds

Even under these difficult conditions, Germany had already developed a strong economy during the Middle Ages. It was based on guild and craft production, but with elements of merchant capitalism and mercantilism. HP Pavilion DV7-1290EO Battery

The trade conducted by its cities ranged far and wide throughout Europe in all directions, and Germany as a whole often had trade surpluses with neighboring states. One reason for these exports was the sheer necessity for the small states to sell abroad in order to buy the many things they could not produce at home.HP G6000 Battery

The German guilds of the Middle Ages established the German tradition of creating products known for quality and durability. A craftsman was not permitted to pursue a trade until he could demonstrate the ability to make high-quality products. HP HDX X18-1005EA Battery

Out of that same tradition came an equally strong passion for education and vocational training, for no craftsman was recognized until he had thoroughly learned a trade, passed a test, and been certified (often via an apprenticeship training). On the other hand, as Ogilvie (2004) argues, the guilds negatively affected quality, skills, and innovation. HP Pavilion DV6-3013SL Battery

They were control mechanism --or what economists now call "rent-seeking" and imposed deadweight losses on the economy. Ogilvie says they generated no demonstrable positive externalities and notes that industry began to flourish only after the guilds faded away. Guilds persisted over the centuries because they redistributed resources to politically powerful merchants. HP Compaq HSTNN-IB62 Battery

On the other hand, Ogilvie agrees, guilds created "social capital" of shared norms, common information, mutual sanctions, and collective political action. This social capital benefited guild members, even as they hurt outsiders.

Peasants and rural life

Peasants continued to center their lives in the village, where they were members of a corporate body and help manage the community resources and monitor the community life. Across Germany and especially in the east, they were serfs who were bound prominently to parcels of land.HP Pavilion DV7-1290EO Battery

In most of Germany, farming was handled by tenant farmers who paid rents and obligatory services to the landlord, who was typically a nobleman. Peasant leaders supervised the fields and ditches and grazing rights, maintained public order and morals, and supported a village court which handled minor offenses. HP Compaq Business 6735S Battery

Inside the family the patriarch made all the decisions, and tried to arrange advantageous marriages for his children. Much of the villages' communal life centered around church services and holy days. In Prussia, the peasants drew lots to choose conscripts required by the army. HP 540 Battery

The noblemen handled external relationships and politics for the villages under their control, and were not typically involved in daily activities or decisions.

The emancipation of the serfs came in 1770-1830, beginning with Schleswig in 1780. HP Compaq Business NW9440 Battery

Prussia abolished serfdom with the "October Edict" of 1807, which upgraded the personal legal status of the peasantry and gave them the chance to purchase for cash part of the lands they were working. They could also sell the land they already owned. The edict applied to all peasants whose holdings were above a certain size, and included both Crown lands and noble estates.HP Compaq Business TC4400 Battery

The peasants were freed from the obligation of personal services to the lord and annual dues. A bank was set up so that landowner could borrow government money to buy land from peasants (the peasants were not allowed to use it to borrow money to buy land until 1850). HP Compaq 491278-001 Battery

The result was that the large landowners obtained larger estates, and many peasant became landless tenants, or moved to the cities or to America. The other German states imitated Prussia after 1815. In sharp contrast to the violence that characterized land reform in the French Revolution, Germany handled it peacefully.HP HSTNN-LB31 Battery

In Schleswig the peasants, who had been influenced by the Enlightenment, played an active role; elsewhere they were largely passive. Indeed, for most peasants, customs and traditions continued largely unchanged, including the old habits of deference to the nobles whose legal authority remains quite strong over the villagers.HP Pavilion DV5-1211EM Battery

Although the peasants were no longer tied to the same land like serfs had been, the old paternalistic relationship in East Prussia lasted into the 20th century.

The land reforms in northwestern Germany were driven by progressive governments and local elites.HP Pavilion DV3-4000 Battery

They abolished feudal obligations and divided collectively owned common land into private parcels and thus created a more efficient market-oriented rural economy. It produced increased productivity and population growth. It strengthened the traditional social order because wealthy peasants obtained most of the former common land,HP Pavilion TX1000 Battery

Industrial revolution

Before 1850 Germany lagged far behind the leaders in industrial development, Britain, France and Belgium. By midcentury, however, the German states were catching up, and by 1900 Germany was a world leader in industrialization, along with Britain and the United States.HP 448007-001 Battery

In 1800, Germany's social structure was poorly suited to entrepreneurship or economic development. Domination by France during the era of the French Revolution (1790s to 1815), produced important institutional reforms, including the abolition of feudal restrictions on the sale of large landed estates, HP Compaq Business 6530B Battery

the reduction of the power of the guilds in the cities, and the introduction of a new, more efficient commercial law. Nevertheless, traditionalism remained strong in most of Germany. Until midcentury, the guilds, the landed aristocracy, the churches, and the government bureaucracies had so many rules and restrictions that entrepreneurship was held in low esteem, HP Pavilion DV5-1211EM Battery

and given little little opportunity to develop. From the 1830s and 1840s, Prussia, Saxony, and other states reorganized agriculture, introducing sugar beets, turnips, and potatoes, yielding a higher level of food production that enabled a surplus rural population to move to industrial areas. HP Pavilion DV5-1015EA Battery

The beginnings of the industrial revolution in Germany came in the textile industry, and was facilitated by eliminating tariff barriers through the Zollverein, starting in 1834. [edit]Regions

The north German states were for the most part richer in natural resources than the southern states. They had vast agricultural tracts from Schleswig-Holstein in the west through Prussia in the east. They also had coal and iron in the Ruhr Valley. HP Pavilion DV9500 Battery

Through the practice of primogeniture, widely followed in northern Germany, large estates and fortunes grew. So did close relations between their owners and local as well as national governments.HP Pavilion DV4-1125BR Battery

The south German states were relatively poor in natural resources and those Germans therefore engaged more often in small economic enterprises. They also had no primogeniture rule but subdivided the land among several offspring, leading those offspring to remain in their native towns but not fully able to support themselves from their small parcels of land. HP Pavilion DV5-1111EA Battery

The south German states, therefore, fostered cottage industries, crafts, and a more independent and self-reliant spirit less closely linked to the government.

Banks and cartels

German banks played central roles in financing German industry. HP Pavilion DV6-1234TX Battery

They also shaped industrywide producer cooperatives, known as cartels (Konzerne). Different banks formed cartels in different industries. Cartel contracts were accepted as legal and binding by German courts although they were held to be illegal in Britain and the United States.HP Pavilion DV3-2008TX Battery

The first German cartel was a salt cartel, the Neckar Salt Union of 1828, formed in Württemberg and Baden. The process of cartelization began slowly, but the cartel movement took hold after 1873 in the economic depression that followed the postunification speculative bubble. HP Pavilion DV8 Battery

It began in heavy industry and spread throughout other industries. By 1900 there were 275 cartels in operation; by 1908, over 500. By some estimates, different cartel arrangements may have numbered in the thousands at different times, but many German companies stayed outside the cartels because they did not welcome the restrictions that membership imposed.HP Pavilion DV6-1215SA Battery

The government played a powerful role in the industrialization of the German Empire founded by Otto von Bismarck in 1871 during a period known as the Second Industrial Revolution. Class and the welfare state

Germany's middle-class, based in the cities, grew exponentially, although it never gained the political power it had in France, Britain or the United States. The Association of German Women's Organizations (BDF) was established in 1894 to encompass the proliferating women's organizations that had sprung up since the 1860s.HP Compaq 490306-001 Battery

From the beginning the BDF was a bourgeois organization, its members working toward equality with men in such areas as education, financial opportunities, and political life. Working-class women were not welcome; they were organized by the Socialists.

In the 1880s he introduced old age pensions, accident insurance, medical care and unemployment insurance that formed the basis of the modern European welfare state. Railways

Political disunity of three dozen states and a pervasive conservatism made it difficult to build railways in the 1830s. However, by the 1840s, trunk lines did link the major cities; each German state was responsible for the lines within its own borders.HP G62-100EB Battery

Economist Friedrich List summed up the advantages to be derived from the development of the railway system in 1841:

1) as a means of national defence, it facilitates the concentration, distribution and direction of the army.2) It is a means to the improvement of the culture of the nation…. It brings talent, knowledge and skill of every kind readily to market.HP Pavilion DV6-1211AX Battery

3) It secures the community against dearth and famine, and against excessive fluctuation in the prices of the necessaries of life.

4) It promotes the spirit of the nation, as it has a tendency to destroy the Philistine spirit arising from isolation and provincial prejudice and vanity.HP EliteBook 6930P Battery

It binds nations by ligaments, and promotes an interchange of food and of commodities, thus making it feel to be a unit. The iron rails become a nerve system, which, on the one hand, strengthens public opinion, and, on the other hand, strengthens the power of the state for police and governmental purposes.HP Pavilion DV9500 Battery

Lacking a technological base at first, the Germans imported their engineering and hardware from Britain, but quickly learned the skills needed to operate and expand the railways. In many cities, the new railway shops were the centres of technological awareness and training, so that by 1850, Compaq Evo N610C Battery

Germany was self sufficient in meeting the demands of railroad construction, and the railways were a major impetus for the growth of the new steel industry. Observers found that even as late as 1890, their engineering was inferior to Britain’s. However, German unification in 1870 stimulated consolidation, HP Pavilion DM3-1050EO Battery

nationalisation into state-owned companies, and further rapid growth. Unlike the situation in France, the goal was support of industrialisation, and so heavy lines crisscrossed the Ruhr and other industrial districts, and provided good connections to the major ports of Hamburg and Bremen. Compaq Presario 1245 Battery

By 1880, Germany had 9,400 locomotives pulling 43,000 passengers and 30,000 tons of freight, and forged ahead of France.

Agriculture

Perkins (1981) argues that more important than Bismarck's new tariff on imported grain was the introduction of the sugar beet as a main crop. HP G6000 Battery

Famers quickly abandoned traditional, inefficient practices for modern new methods, including use of new fertilizers and new tools. Even so farms were small in size, and women did much of the field work. An unintended consequence was the increased dependence on migratory, especially foreign, labor.

Chemicals

The economy continued to industrialize and urbanize, with heavy industry (coal and steel especially) becoming important in the Ruhr, HP Pavilion DV2166EA Battery

and manufacturing growing in the cities, the Ruhr, and Silesia. 20th century

From the prosperity of the empire during the Wilhelmine era (1890-1914), Germany plunged into World War I, a war it was to lose and one that spawned many of the economic crises that would destroy the successor Weimar Republic. Compaq Presario CQ71 Battery

British economist John Maynard Keynes denounced the 1919 Treaty of Versailles as ruinous to German and global prosperity. The war and the treaty were followed by the Great Inflation of the early 1920s that wreaked havoc on Germany's social structure and political stability. HP Pavilion DV9565EA Battery

During that inflation, the value of the nation's currency, the Papiermark, collapsed from 8.9 per US$1 in 1918 to 4.2 trillion per US$1 by November 1923. Then, after a brief period of prosperity during the mid-1920s, came the Great Depression, which fostered the social insurrection that fascistcandidate Adolf Hitler capitalized on in order to win the 1933 election for German Chancellor.HP Pavilion DV6203TX Battery

Nazi economy

During the Hitler era (1933-45), the economy developed a hothouse prosperity, supported with high government subsidies to those sectors that tended to give Germany military power and economic autarky, that is, economic independence from the global economy.HP Pavilion DV7-1290EO Battery

During the war itself the German economy was sustained by the exploitation of conquered territories and peoples. Post-World War II

The first several years after World War II were years of bitter penury for the Germans. Seven million forced laborers left for their own land, but about 14 million Germans came in from the East, living for years in dismal camps. It took neatly a decade for all the German POWs to return.HP Pavilion DV7-2185DX Battery

High inflation made savings (and debts) lost 99% of their value, while the black market distorted the economy. In the East, the Soviets crushed dissent and imposed another police state, often employing ex-Nazis in the dreaded Stasi. The Soviets extracted about 23% of the East German GNP for reparations, while in the West reparations were a minor factor.HP PP2200 Battery

The man who took full advantage of Germany's postwar opportunity was Ludwig Erhard, who was determined to shape a new and different kind of German economy. A PhD in economics, he was influenced by the Austrian School.

Erhard's first step was currency reform: the abolition of the Reichsmark and the creation of a new currency, the Deutsche Mark. He carried out that reform on 21 June 1948, installing the new currency with the concurrence of the Western Allies,HP Pavilion DV8 Battery

but also taking advantage of the opportunity to abolish most Nazi and occupation rules and regulations in order to establish the genesis of a free economy. The currency reform, whose purpose was to provide a respected store of value and a widely accepted legal tender, succeeded brilliantly. Sony VGP-BPS13 Battery

Productivity improves

After 1950, Germany overtook Britain in comparative productivity levels for the whole economy, primarily as a result of trends in services rather than trends in industry. HP DV9700 Battery

The Marshall Plan was eagerly adopted in Germany as a way to modernize business procedures and utilize the best practices, while these changes were resisted in Britain. Britain's historic lead in productivity of its services sector was based on external economies of scale in a highly urbanized economy with an international orientation. Compaq CQ35-100 Battery

On the other hand the low productivity in Germany was caused by the underdevelopment of services generally, especially in rural areas that comprised a much larger sector. As German farm employment declined sharply after 1950 thanks to mechanization, catching-up occurred in services. HP Pavilion DV6-1223EO Battery

This process was aided by a sharp increase in human and physical capital accumulation, a pro-growth government policy, and the effective utilization of the education sector to create a more productive work force.

The Social Market Economy

The Germans proudly label their economy a "soziale Marktwirtschaft ," or "social market economy,"Sony VGP-BPS11 Battery

to show that the system as it has developed after World War II has both a material and a social—or human—dimension. They stress the importance of the term "market" because after the Nazi experience they wanted an economy free of state intervention and domination. HP 448007-001 Battery

The only state role in the new West German economy was to protect the competitive environment from monopolistic or oligopolistic tendencies—including its own. The term "social" is stressed because West Germans wanted an economy that would not only help the wealthy but also care for the workers and others .Sony Vaio VGN-CR190E/L Battery

who might not prove able to cope with the strenuous competitive demands of a market economy. The term "social" was chosen rather than "socialist" to distinguish their system from those in which the state claimed the right to direct the economy or to intervene in it.Dell Inspiron 6400 AC Adapter

Beyond these principles of the social market economy, but linked to it, comes a more traditional German concept, that of Ordnung, which can be directly translated to mean order but which really means an economy, society, and policy that are structured but not dictatorial. Dell LATITUDE D800 Battery

The founders of the social market economy insisted that Denken in Ordnungen—to think in terms of systems of order—was essential. They also spoke of Ordo-Liberalismus because the essence of the concept is that this must be a freely chosen order, not a command order.Apple A1280 Battery

Over time, the term "social" in the social market economy began to take on a life of its own. It moved the West German economy toward an extensive social welfare system that has become one of the most expensive in the world. Moreover, the West German federal government and the states (Länder ; sing., Land ) Apple A1281 Battery

began to compensate for irregularities in economic cycles and for shifts in world production by beginning to shelter and support some sectors and industries. In an even greater departure from the Erhard tradition, the government became an instrument for the preservation of existing industries rather than a force for renewal(citation needed). HP Pavilion DV7-1290EO Battery

In the 1970s, the state assumed an ever more important role in the economy. During the 1980s, Chancellor Helmut Kohl tried to reduce that state role, and he succeeded in part, but German unification again compelled the German government to assume a stronger role in the economy. HP Pavilion DV6-1020ED Battery

Thus, the contradiction between the terms "social" and "market" has remained an element for debate in Germany.

Given the internal contradiction in its philosophy, the German economy is both conservative and dynamic. It is conservative in the sense that it draws on the part of the German tradition that envisages some state role in the economy and.Dell Latitude E6400 Battery Battery

a cautious attitude toward investment and risk-taking(citation needed). It is dynamic in the sense that it is directed toward growth—even if that growth may be slow and steady rather than spectacular. It tries to combine the virtues of a market system with the virtues of a social welfare system.HP Pavilion DM4 Battery

The Economic Miracle and Beyond

The economic reforms and the new West German system received powerful support from a number of sources: investment funds under the European Recovery Program, more commonly known as theMarshall Plan; Apple MB772LL/A Battery

the stimulus to German industry provided by the diversion of other Western resources for Korean War production; and the German readiness to work hard for low wages until productivity had risen. But the essential component of success was the revival of confidence brought on by Erhard's reforms and by the new currency.Dell LATITUDE D800 Battery

The West German boom that began in 1950 was truly memorable. The growth rate of industrial production was 25.0 percent in 1950 and 18.1 percent in 1951. Growth continued at a high rate for most of the 1950s, despite occasional slowdowns. By 1960 industrial production had risen to two-and-one-half times the level of 1950 and far beyond any that the,Dell Inspiron 6400 AC Adapter

Nazis had reached during the 1930s in all of Germany. GDP rose by two-thirds during the same decade. The number of persons employed rose from 13.8 million in 1950 to 19.8 million in 1960, and the unemployment rate fell from 10.3 percent to 1.2 percent.Sony Vaio VGN-CR190E/L Battery

Labor also benefited in due course from the boom. Although wage demands and pay increases had been modest at first, wages and salaries rose over 80 percent between 1949 and 1955, catching up with growth. West German social programs were given a considerable boost in 1957, just before a national election, HP 448007-001 Battery

when the government decided to initiate a number of social programs and to expand others.

In 1957 West Germany gained a new central bank, the Deutsche Bundesbank, generally called simply the Bundesbank, which succeeded the Bank Deutscher Länder and was given much more authority over monetary policy. Sony VGP-BPS11 Battery

That year also saw the establishment of the Bundeskartellamt (Federal Cartel Office), designed to prevent the return of German monopolies and cartels. Six years later, in 1963, the Bundestag, the lower house of Germany's parliament, at Erhard's urging established the Council of Economic Experts to provide objective evaluations on which to base German economic policy.HP Pavilion DV6-1223EO Battery

The West German economy did not grow as fast or as consistently in the 1960s as it had during the 1950s, in part because such a torrid pace could not be sustained, in part because the supply of fresh labor from East Germany was cut off by the Berlin Wall, built in 1961, Compaq CQ35-100 Battery

and in part because the Bundesbank became disturbed about potential overheating and moved several times to slow the pace of growth. Erhard, who had succeeded Konrad Adenauer as chancellor, was voted out of office in December 1966, largely—although not entirely—HP DV9700 Battery

because of the economic problems of the Federal Republic. He was replaced by the Grand Coalition consisting of the Christian Democratic Union (Christlich Demokratische Union—CDU), its sister party the Christian Social Union (Christlich-Soziale Union—CSU), and the Social Democratic Party of Germany .Sony VGP-BPS13 Battery

(Sozialdemokratische Partei Deutschlands—SPD) under Chancellor Kurt Georg Kiesinger of the CDU.

Under the pressure of the slowdown, the new West German Grand Coalition government abandoned Erhard's broad laissez-faire orientation. HP Pavilion DV8 Battery

The new minister for economics, Karl Schiller, argued strongly for legislation that would give the federal government and his ministry greater authority to guide economic policy. In 1967 the Bundestag passed the Law for Promoting Stability and Growth, known as the Magna Carta of medium-term economic management. Compaq CQ50 Battery

That law, which remains in effect although never again applied as energetically as in Schiller's time, provided for coordination of federal, Land, and local budget plans in order to give fiscal policy a stronger impact. The law also set a number of optimistic targets for the four basic standards by which West German economic success was henceforth to be measured: HP DV6-1120SA Battery

currency stability, economic growth, employment levels, and trade balance. Those standards became popularly known as the magisches Viereck , the "magic rectangle" or the "magic polygon."

Schiller followed a different concept from Erhard's. HP Pavilion DV7 Battery

He was one of the rare German Keynesians, and he brought to his new tasks the unshakable conviction that government had both the obligation and the capacity to shape economic trends and to smooth out and even eliminate the business cycle. Schiller's chosen formula was Globalsteuerung, or global guidance,HP Pavilion DV6-1020ED Battery

a process by which government would not intervene in the details of the economy but would establish broad guidelines that would foster uninterrupted noninflationary growth.

Schiller's success in the Grand Coalition helped to give the SPD an electoral victory in 1969 and a chance to form a new coalition government with the Free Democratic Party (Freie Demokratische Partei—FDP) under Willy Brandt. HP NX8200 Battery

The SPD-FDP coalition expanded the West German social security system, substantially increasing the size and cost of the social budget. Social program costs grew by over 10 percent a year during much of the 1970s, introducing into the budget an unalterable obligation that reduced fiscal flexibility .HP NX7400 Battery

(although Schiller and other Keynesians believed that it would have an anticyclical effect). This came back to haunt Schiller as well as every German government since then. Schiller himself had to resign in 1972 when the West German and global economies were in a downturn and when all his ideas did not seem able to revive West German prosperity.HP NW8440 Battery

Willy Brandt himself resigned two years later.

Helmut Schmidt, Brandt's successor, was intensely interested in economics but also faced great problems, including the dramatic upsurge in oil prices of 1973-74. HP NW8200 Battery

West Germany's GDP in 1975 fell by 1.4 percent (in constant prices), the first time since the founding of the FRG that it had fallen so sharply. The West German trade balance also fell as global demand declined and as the terms of trade deteriorated because of the rise in petroleum prices.HP NC6400 Battery

By 1976 the worst was over. West German growth resumed, and the inflation rate began to decline. Although neither reached the favorable levels that had come to be taken for granted during the 1950s and early 1960s, they were accepted as tolerable after the turbulence of the previous years.HP NC6200 Battery

Schmidt began to be known as a Macher (achiever), and the government won reelection in 1976. Schmidt's success led him and his party to claim that they had built Modell Deutschland (the German model).

But the economy again turned down and, despite efforts to stimulate growth by government deficits, failed to revive quickly. HP NC6100 Battery

It was only by mid-1978 that Schmidt and the Bundesbank were able to bring the economy into balance. After that, the economy continued expanding through 1979 and much of 1980, helping Schmidt win reelection in 1980. But the upturn proved to be uneven and unrewarding, as the problems of the mid-1970s rapidly returned.HP NC6000 Battery

By early 1981, Schmidt faced the worst possible situation: growth fell and unemployment rose, but inflation did not abate.

By the fall of 1982, Schmidt's coalition government collapsed as the FDP withdrew to join a coalition led by Helmut Kohl, the leader of the CDU/CSU. He began to direct what was termed die Wende (the turning or the reversal).HP NC4400 Battery

The government proceeded to implement new policies to reduce the government role in the economy and within a year won a popular vote in support of the new course.

Within its broad policy, the new government had several main objectives: to reduce the federal deficit by cutting expenditures as well as taxes,HP 6710B Battery

to reduce government restrictions and regulations, and to improve the flexibility and performance of the labor market. The government also carried through a series of privatization measures, selling almost DM10 billion (for value of the deutsche mark—see Glossary) in shares of such diverse state-owned institutions as VEBA, HP 6530B Battery

VIAG, Volkswagen, Lufthansa, and Salzgitter. Through all these steps, the state role in the West German economy declined from 52 percent to 46 percent of GDP between 1982 and 1990, according to Bundesbank statistics.

Although the policies of die Wende changed the mood of the West German economy and reinstalled a measure of confidence, HP 6510B Battery

progress came unevenly and haltingly. During most of the 1980s, the figures on growth and inflation improved but slowly, and the figures on unemployment barely moved at all. There was little job growth until the end of the decade. When the statistics did change, however, even modestly, it was at least in the right direction.HP Pavilion DM4T-1000 Battery

Nonetheless, it also remained true that West German growth did not again reach the levels that it had attained in the early years of the Federal Republic. There had been a decline in the growth rate since the 1950s, an upturn in unemployment since the 1960s, and a gradual increase in inflation except during or after a severe downturn.HP Pavilion DM4T Battery

Global economic statistics also showed a decline in West German output and vitality. They showed that the West German share of total world production had grown from 6.6 percent in 1965 to 7.9 percent by 1975. Twelve years later, in 1987, however, it had fallen to 7.4 percent,HP Pavilion DM4-1090LA Battery

largely because of the more rapid growth of Japan and other Asian states. Even adding the estimated GDP of the former East Germany at its peak before unification would not have brought the all-German share above 8.2 percent by 1989 and would leave all of Germany with barely a greater share of world production than West Germany alone had reached fifteen years earlier.HP Pavilion DM4-1065DX Battery

It was only in the late 1980s that West Germany's economy finally began to grow more rapidly. The growth rate for West German GDP rose to 3.7 percent in 1988 and 3.6 percent in 1989, the highest levels of the decade. The unemployment rate also fell to 7.6 percent in 1989, despite an influx of workers from abroad. HP Pavilion DM4-1030EZ Battery

Thus, the results of the late 1980s appeared to vindicate the West German supply-side revolution. Tax rate reductions had led to greater vitality and revenues. Although the cumulative public-sector deficit had gone above the DM1 trillion level, the public sector was growing more slowly than before.HP Pavilion DM4-1019TX Battery

The year 1989 was the last year of the West German economy as a separate and separable institution. From 1990 the positive and negative distortions generated by German reunification set in, and the West German economy began to reorient itself toward economic and political union with what had been East Germany. HP Pavilion DM4-1017TX Battery

The economy turned gradually and massively from its primarily West European and global orientation toward an increasingly intense concentration on the requirements and the opportunities of unification.

German Reunification and Its Aftermath

Germany invested over $2 trillion marks in the rehabilitation of the former East Germany helping it to transition to a market economy, and cleaning up the environmental degradation. HP Pavilion DM4-1016TX Battery

By 2011 the results were mixed, with continued to slow economic development in the East, in sharp contrast to the rapid economic growth in both area and southern Germany. Unemployment was much higher in the East, often over 15%.HP Pavilion DM4-1014TX Battery

Economists Snower and Merkl (2006) suggests that the malaise was prolonged by all the social and economic help from the German government, pointing especially to bargaining by proxy, high unemployment benefits and welfare entitlements, and generous job security provisions. HP Pavilion DM4-1013TX Battery

The old industrial centers of the Rhineland and North Germany lagged as well, as the coal and steel industries faded in importance. The economic policies were heavily oriented toward the world market, and the export sector continued very strong.HP Pavilion DM4-1012TX Battery
